Abstract
Through a focus on two reports of the Sixth Advisory Council on Education in Scotland issued in 1946 and 1947 that were intended to guide post-war reconstruction, this paper considers the changing relationship between traditional music and song, and formal education. Light is thrown on folk music revitalization thought, initiatives and activities in the decades prior to the celebrated folk music revival of the 1950s onwards and it raises questions around the revival, particularly around access and participation by young people.
